Problem
The Dededo Mayor’s Office relied on a fully manual, paper-based workflow to issue residency, GDOE, and other municipal verifications. Residents had to visit in person, staff re-typed the same data into Word templates, and a single request could bounce between desks for days.
Solution
Massive Mango built MyGuamVillage, a full-stack progressive web app where residents submit requests, upload proof, and track status in real time. Behind the scenes, a ticketing dashboard routes each case to the right staffer, auto-generates PDF letters on mayoral letterhead, and stores them securely for one-click retrieval. Role-based access, audit logs, and email/SMS triggers keep both citizens and clerks in sync.
Value Delivered
Budget shortfalls stopped a full roll-out, but Massive Mango still delivered a production-ready portal the office can switch on the moment funds free up. The working MVP proved the end-to-end workflow in internal tests—cutting request time from days to hours—and now serves as a reusable blueprint for future grants or other village offices.

Project Scope

End-to-End Civic App in Eight Weeks

Discovery workshops, UX wireframes, database schemas, PDF automation, RBAC security, email/SMS notificaitons, a staff playbook, and a seamless app experience—all delivered by Massive Mango.

Our Approach

Resident-First, Security-First

We mapped every step of the old paper process, then designed screens to match residents’ mental models while enforcing data integrity and privacy. Weekly demos let clerks test features and refine language before go-live.

Ticketing & Status Updates

Know Exactly Where Your Request Stands

A Trello-style board shows staff workload at a glance, while residents receive instant email/SMS when their request moves stages—no more “checking in” phone calls.

Auto-Generated PDF Documents

Official Letters in One Click

Approved requests trigger dynamic templates that pull resident data, mayor’s seal, and secure signatures into a polished PDF stored in the database—ready for download or print.

Measurable Impact

Although the portal has not yet gone live, internal user-acceptance testing demonstrated clear ROI the moment funding is restored.

95%

Reduction in time to request fulfillment

End-to-end test runs processed mock residency requests in under five minutes—a 95% reduction versus the two-day manual workflow.

350+

Staff hours saved quarterly

A cost-benefit model projects 350+ staff hours saved per quarter with no added headcount, giving the Mayor’s Office a fully-scoped, shovel-ready project for future grants.
